That depends on the architecture. The lowest common denominator "email
server in a large organisation" serves the emails to the individual
users, and deletes/forgets them immediately. More sophisticated ones
will have their own means for backup/archive behind the user's back, but
that doesn't mean the backups are "effectively write only" which seems
to be the main pillar of the argument against them being accessible
under FOI.
