If the NHS (and other government bodies, for that matter) were more forthcoming with information about itself, journo's wouldn't have to resort to the FOIA?

My Chief Executive sent me this yesterday:
A doctor writes to The Times reporting that he estimates answering a journalist's request under the Freedom of Information Act cost 38 NHS hospitals a combined £19,000. He says "Did the Government intend that increased NHS funding should be used to subsidise journalists' research in this way?"
I think the doctor has a very good point.
