Speaking as someone who used to recruit volunteers many years ago, yes it was a big task and you also had to rely on the fact that people were truthful about where they lived. However, I thought all records were on a central computer these days (but given the government's past record with computers I don't know how reliable it is).

I haven't come across this requirement before. Speaking as someone who
has lived in ten different police force areas, this would surely be an
immense task to follow up.
