Realistically you can pretty much forget about getting any FOI fees ....
It's free up to cost ceiling of £450 or central Gov £600 (calculated at
only £25 per person per hour)

Yes, but the thing would be decided by which regime the request was
processed under. If FOI then the FOIA fees regulations, if DP (ie SAR)
then £10 and no more.
In the event of a split request (ie FoI and DP) then each element of
the request would need to be dealt with under the respective regime.
