Ok, so this aspect is great if I take out a new storecard (for example).
But it doesn't help me if Johnny Nefarious has cloned my card details and is
subscribing to even the free trial periods at yuckyporn.com (oh please don't
check that; it probably exists).
In fact, if Johnny Nefarious is crafty I never know about it because he just
signs up for free trials time and again, so no transaction appears on the
card (Ok, I know it's unlikely). The first time I discover what the police
assume to be "my" tastes in deeply offensive and illegal stuff is when they
knock on my door and remove me and my "evidence" from my nice warm house.
I promise I am not straying off the DP track here. The Traffic Management
Company last night stated that it had not broken the Data Protection Act by
putting credit card and other personal data in the wheelie bin. While it is
most unlikely to have been the source itself of the person who had the
constables visit and arrest him, breaches of this nature allow such things
to happen to innocent people.
Not that it will happen, but an investigation of the wheelie bin people by
the UKIC with a view to serving an enforcement notice on them might well be
in order. It is an area where he may act, even if the individuals affected
do not complain.

That would be a new credit provider informing the agency that the punter had
established a relationship (endorsed by an earlier search with the agency).
eg: Bought something on HP, got a new Credit Card, bought a new
[subscription] mobile phone.
But not all credit providers give that "feedback", I understand
