An emotional answer:
I had my university application wrecked by my housemaster's "confidential
report" on me. He put what he thought was helpful stuff in it but refused
to let me see it. I was thus given surprise questions about things I had
not actually done at school but that he said I had when they interviewed me.
It was way before we had DP Legislation, way back in 1969/70.
So, I am not going to give a data protection based answer here at all.
Instead I am going to say that my advice to the report writer would be "Get
it right. Make it non libellous but totally factual. Show the pupil. Show
the parents. Negotiate over misunderstandings"
This one I am unable to answer in an unbiased manner. I declare an
interest. And this was private eductaion at its "best".

Subject: [data-protection] Disclosing school reports
I have been asked a question by the head of an independant school. She is
writing reports about children who are applying for places at senior
schools.
Parents are wanting to see the reports sometimes but she doesn't feel that
she can be so frank if she knows the parents will see the report. Does she
have to reveal all or can any confidentialityissues be considered. My
opinion was she should make sure the information is accurate and even if
bland, could be shown to the parents on request. Any one else have any
thoughts?
