Given that Local Authorities (and other public organisations) now have to
manage their records under section 46 of FOI things should be much easier
and less costly to locate, I think it has become very difficult to argue
that effort is "disproportionate" unless you want to admit not to complying
to section 46 in which case may be we would be in breach of DP principal 1.
