Self-created problem in my view. Former tenant's obligation to pay ceases when they effectively inform the utility they are no longer there. Utility should come round and switch off the power on a date certain unless someone steps forward to assume responsibility.Could be the owner, the estate agent, or the new tenant. If the utility plays "billing games" rather than goes to the expense of sending a technician to switch it off, it presumably has made an economic decision. Once says "presumably" since one never knows whether utilities ever heard of economics.

Not sure what they are complaining about. If it's being charged for
electricity after they've told you they've moved out, I agree with them
100% !!
How would they know the name of the new tenant, anyway? I've just moved
from a rented house, which was them empty for 3 weeks. I've no idea who
the new tenant is.
When I moved into that house, I got a utility bill addressed to "The
Occupier" (which has a flavour of jack-boots to me). It covered a period
I'd not been there, so complained. They said "Oh, don't ever pay a bill
addresses to The Occupier, that's just to get your attention."
In any event, isn't it the managing agent's job to sort all this sort of
stuff out?
