Sorry, I missed this bit. The RoPA2000 also contains restrictions on the use
of ER data - the council can obtain it from the ERO for a number of specified
purposes - I don't believe CRM would be one of them. You might be able to
buy the cut-down version and start from there. Otherwise a CRM could be
populated as the queries come in or from commercially available databases. Try Royal
Mail, BT and the credit reference agencies (sorry I mean the marketing
companies that are wholly-owned by the companies that also own the credit reference
agencies).
