Roland,
The DCA guidance on the Fees Regulations states for photocopying, etc that
"no account can be taken of staff time in undertaking these activities",
so time spent on photocopying doesn't come in anywhere that I can see.
I don't see the scenario you describe below really being an issue, as fees
estimates would only usually be carried out on requests that seemed
obviously in danger of going over the appropriate limit, and the estimates
would be made before any work was actually done on complying with the
request.

Presumably it doesn't count the time taken to photocopy the data, as
that is chargeable separately. I can see problems differentiating
between "deciding which pages to photocopy" and "doing the copying",
especially if the deciding is done stood up at the photocopier.
