There have been some structural changes at ICSTIS, and OFCOM as "awoken"
and is giving them lots of support. I honestly believe that they will be
doing much more in the future.
Their recent activity to bar (and block numbers) of all unregistered
[and surprise, surprise, none were registered] premium rate ISP diallers
was a watershed.
