I can't see any reason to withhold this information, and where they live
may have a bearing on their official duties as they may be making
decisions inside the authority the consequences of which don't affect
them - a sort of mini "West Lothian question" scenario perhaps?

I don't think you need consent. If the response just says: "half of our
Directors/COs live inside the borough and the other half don't" there is
no personal data involved anyway.
In terms of public interest, the issue could be environmental (the next
question may be what cars do they drive?) or financial (expenses, etc).
It would be very difficult to find an exemption for this one.
