Unless the service provided is dependent on ethnicity then, surely, there
is no way that its recording can be made mandatory. The form needs some
sort of box for "don't wish to say". That will enable people to opt out if
they wish whilst still meeting the desired aim of monitoring the
representative nature of the service.
