On a related issue, if an American telemarketing firm wishes to comply with UK law in doing its calling into the UK, could it legally get the tps list, or have its list cleaned/marked and returned to it without violating the export restriction? I don't know what data is "disclosed" under the UK tps system. Presumably, the company could join safe harbor or sign a contract. Does tps have such?
