There is the wider issue of unwanted sales calls, where circumvention of
the TPS is now widespread by callers using overseas origination.
But to address the silent calls issue, I have to say that I receive very
few of these today. A couple of years ago it was much worse.
I know that some people dislike such calls because they mess up their
answering machines (which they may well be paying someone handsomely to
poll when away from home) and in such circumstances getting a message
that says "sorry we called you and couldn't be bothered to say anything
useful;" is just as bad as silence.
*Especially* if it increases the number of people tempted to make such
calls on the assumption that they are now "legal".
