Ignoring ALL technical DP issues, a slip of paper and a posting box solves
any issues, surely?

Subject: [data-protection] Friday question on telephone numbers
Dear Group,
I have an early Friday question.
A community group wants to set up a lending library within their drop in
centre. The centre is not staffed at all times, although there are
caretakers and other organisations in the same building. The drop in centre
wants to lend the books to people by having them leave their telephone
number, or some contact information, on a list next to the bookshelf. The
list would be renewed from time to time so previous telephone numbers would
not remain. Although, the system could be abused, someone could put someone
else's number down, the centre is not in a high pedestrian traffic area.
My question are these:
Who is the data controller in this scenario?
Are the telephone numbers personal data that should not be solicited in this
manner because they are not secure. (Principle #7)
Can anyone suggest a way to have a lending library with a self-check out
process that complies with data protection principles.
Any thoughts or comments would be appreciated.
