I personally feel that FPN's need to be drafted individually rather than
rely on any template as even very similar organisations may have very
different data processing and sharing requirements. I agree that a
suitable one could be used as a guide, but in my experience of drawing
up this type of document (I have done a few!) it should be used as just
that, a guide.
Probably your best bet is to contact colleagues in neighbouring boroughs
to see what they have.
Also, think about using the exercise as a consultation process to
involve key staff. This will go some way to lessening the culture shock
if you are worried that this might become an issue.
