Perhaps the time and technology is now right for a different approach,
reversing the current methods and placing control with the individual by
allowing any person who may wish to do so to determine telephone numbers
they want to receive calls from, barring all others.
This is not so different from ex-directory numbers where they are given
specifically to person who may wish to call and would certainly solve many
problems experienced by some users. Although there could be a significant
curtailment of usefulness of any telephone which had such a facility.
