There is a service that BT offer called "choose to refuse", which allows
punters to specify ten numbers which are barred and never get put through. I
guess this could work in some of cases if the same company is constantly
calling, although from BT's website, it looks like it's really designed to
prevent malicious or nuisance calls. I'm not an expert on telephony, so I
don't know whether it's possible to exclude entire countries.
