Looks like a pretty standard FOI request to me - the applicant has
specifically said no personal data required only statistical.

Our authority has recently received this request and I wanted to know
whether anyone saw any data protection issues involved.
"I would like to receive figures for the number of traveller caravan
households in your local authority
area on (i) authorised and (ii) unauthorised encampments that (a) have

record of having paid council
tax and (b) the number which have not paid council tax. I am not
seeking
to obtain personally identifiable information, so exemptions relating
to
data protection or information provided in confidence will not apply.
For
the avoidance of doubt, I wish to receive anonymised information
aggregated at a local authority level."
I have two concerns. First, I am concerned that the data collected for
both databases was not collected for this purposes. Second, the
information would reveal personal data. For example, if we have one
site
and they did not pay council tax, then there is no way to anonymise
this
information.
Any thoughts or suggestions would be appreciated.
