What happens when the giver and receiver are the same organisation? For
example, someone moves from one faculty of the University of Sheffield to
another and a reference is asked for, but the personal file is held by the
same HR department.

An SAR requires the recipient of even a "confidential reference" to
divulge
it intact, but not the giver of the reference.
