That is absolutely true. I remember reading about con artists who
obtained the birth certificates of people who had died in infancy 15
years earlier, using that to get a "starter" account at the Post Office,
waiting three years before using that to obtain a credit card at 18,
which they used normally for a year or two, before applying for a
mortgage or large loan and then disappearing with the proceeds. A long
term plan but by all accounts, but a completely foolproof and highly
profitable way of cheating the credit reference system.

But with a birth certificate and a household utility bill a person can
get various benefits. You can get a drivers licence with very little
proof of ID (remember on the TV programme when they obtained one for
David Blunkett?). Have you seen his new car? ..... Oops, better not go
there. ;-o
In combination with other easily-obtained documents, the birth
certificate is a powerful tool. No wonder ID theft is so easy. As a
matter of interest, the fake birth certificates you can print from an
internet web site are so realistic, I bet they'd fool the majority of
front-line staff.
