Sometimes you don't know in advance that the photo could cause harm. If it
does (at least two councils can tell you stories about stills from CCTV footage
published in the local press) then you should stick your hand up and stick
your hand in your pocket if necessary to sort it out. Save money - ask for
consent to publish. If seeking consent is impossible, stick your hand in your
pocket and keep your fingers crossed.
