People need the new licence when they move, perhaps DVLC have some
figures regarding the number they've issued due to that (and of course
new applicants). I'd guess it was approaching a quarter. Obviously there
could be some forgeries (although I can't imagine why a criminal would
bother to fake the new one rather than the old one), but I don't expect
for one minute that the Photo-DL will be the only evidence required for
an ID card to be issued.
