I think that those of you in HE will find (those of you in England and
Wales anyway) that your University/college has a duty to give the
relevant Electoral Officer the names and details of those students who
are resident in University owned (managed?) accommodation.
I forget the details but I know I certainly used to have to provide this
a few years ago when I was concerned with student records.

Agreed and also add to that ... :-)
It has got nothing to do with Students' Unions. Unions may have some
(all?) students as members but that is about it. If a block
registration was to happen it would come from the university proper (eg.
a registry office or similar).
And what happens when the university accomodation has been outsourced?
Of course we could have compulsory voting ... but that is for a
different list.
