I'm not quite sure what the question is here, but I would say it is more
than reasonable to see who previously owned the vehicle for a number of
reasons. Interestingly in the mid-1990's (when the 1984 Act was still in
operation), I had a number of classic cars. Whenever I bought one of these I
would routinely write to the DVLA and request the names and addresses of all
previous owners. The last one I did this for was for 22 previous owners. I
received a computer print out which had been photocopied with all the
information I requested free of charge, I did this about 4 times.
I also wrote to all the previous owners asking about it's history, what they
had done to the car, problems etc, and added these comments to the already
large history. Of the 20 unique owners of the vehicle I received about 15
positive replies, and no replies from the other 5. As an individual writing
to another individual I can't really see what the problem. I doubt the DVLA
would give me all this information today - or maybe they would?
On a connected note I have an acquaintance who bought a low mileage car and
then started to notice little signs that it might have been clocked. He
contacted the previous owner (he'd bought the car from a dealer), to find
that someone had removed 40,000 miles from the clock. I can't remember how
it was settled, but he came away happy.
Not sure what the above adds to this discussion, but it's my t'pennth worth.
