I know a lot of senior policemen (many active in the public policy
arena) and they unanimously agree that the person being asked for data
should insist on the reasons being explained to them. After all, if the
reason is so obvious, it doesn't take long to justify. In the context of
this "gas leak" enquiry, the police involved should be able justify why
the slower and less direct route of finding the landlord is preferable
to getting the gas board to exercise their right to turn of the gas at
the main.
