Surely you cannot respond to an elector on specific members of staff e.g. if
a Councillor is acting on behalf of a constituent and (has the authorised
mandate to act on their behalf) and is complaining about a neighbour, the
Councillor cannot have access to the neighbour's file. A representation can
be made about perhaps anti-social behaviour and the appropriate personnel
will take any necessary steps they deem necessary to remedy the grievance.

Sorry, I meant to say if the disclosure was not in relation to the
councillor's committee duties. The disclosure to a councillor of
personal data for
his/her representation role - eg if the data was needed to respond
to an elector's
query - the disclosure could be reckless if the councillor is not
registered.
