An item on the TV news locally here recently covered the head of a council
being quizzed by the media regarding a trip abroad, where their travel
arrangements had cost six or seven times the minimum, the council leaders
response was that the arrangements were made in accordance with public
sector policy, which had originally been researched by council officers and
external consultants.
Disclosures can take many forms, but carefully following the relevant
documented guidance for disclosure of financial records would seem necessary
if any review of travelling expense criteria being undertaken is not to be
compromised or the situation unnecessarily inflamed. From my extremely
limited knowledge of elected members duties, a review of that nature would
seem to fall within the remit of elected members, but I find difficulty in
identifying any reasons why a breakdown by personal details, as opposed to
posts would be needed, indeed individual data would seem totally excessive
if posts (or gradings) are used.
