As Ian says, consent is required and when my IT department recently did this, we offered an opt-out to those who didn't want their picture posted on the Intranet.
It seemed to work well and therefore I would recommend this approach.

Consent is required for this process, unless you could show that for
management or security purposes that it is essential that photos are published.
Asking for consent (opt out should suffice) gives the individual an opportunity to
object on the grounds of a disability, facial disfigurement or something more
vain. Some people really do not like the idea of their faces appearing in
published documents or computers - I tend to avoid having my photo widely
available to prevent a rush of unsolicited interest from unattached young females
(aged 18-30). Or is it that young females avoid having their photos widely
available because of unwanted attention from married men?
