Whilst having had a quick look at the new code (.pdf format) I have noticed
the problems identified appear to relate to the font or font colour used in
the grey sections of the document, as a cut and paste to a word processor
from the affected sections appears to work. Doing that to read the code is
most inconvenient though, so I hope the problems are resolved quickly.

I thought so too. But it did for some boxes and not for others.
Then I thought I must need the latest version of the reader software. Oh,
guess
what? Version 6.0 does not do it either. So perhaps I need windblowz XP
professional, certified, committed super dooper latest operating system. Oh
yes, and a new computer to go with it.
No it does not work on screen or even printing it on a real (not emulation)
postscript printer.

Here is the example of a government that preaches to others but cannot put
in
practice itself what it preaches, ie. how information must be accessible
(disability legislation), open (FOI), transparent (Iraq) and so on.
It would manage to achieve some of the issues if it stopped using
proprietary
software that pretends to have "open standards", using the latest versions
of
whatsits which takes users on endless upgrades etc ... so adobe can flog its
latest product.
I think we should all email the IOC and say it does not work :-) Then we'll
get a
Word 2031 version and we'll all have to go and pay loads of money to read a
public document.
Regards
Charles
PS. Unfortunatelly the IOC site is probably better than many other
government
sites like the one of the health and safety executive who never understood
the
meaning of _sensitive_ data.
