Many thanks to those who responded on my enquiry.
A quick summary:-
1. The Rhondda Council Tax case contains some material which is similar,
albeit 'adequate' is not directly mentioned.
2. The Public Interest Test - Relating to disclosures, it contains a
structured set of decisions, designed to assist in an adequate for
circumstances test which assists determinations regarding disclosures in
different contexts.
They do enlighten to a degree.
I am aware there are also some court cases in the higher and international
courts which cover similar matters.
