I think I am correct in saying that any public body subject to statutory
audit has make all bills, receipts, orders, etc. available for public
inspection (and copying at a reasonable fee) for a period as part of the
annual audit process. Expense claims, receipts, etc. are therefore placed in
the public domain by staute and the question of individual consent to
disclosure does not arise.
Even if outside the aaudit period, it would surely be good practice to make
those items available under the provisions of the Freedom of Information
Act.
