LEAs are very powerful bureaucracies. In many regions they are the main
employers, control our lives, and are used to tell us what to do (what
colour paint our doors!), and, it is very difficult for them to not to tell
us how much we should charge to provide support to disabled students. In
many cases, their attitudes are appalling. HEIs need to gain some control of
vital resources for their provision of support as FEs have. Andy
