An option to opt out/in at the original point of collection, and an ability
to opt out/in at a later stage, if requested, seems to be required.
I recall a similar situation in a staff associations/unions mailing list -
The resolution was to implement two opt in/out points, the data subjects and
the employers/organisations involved were happy, and compliance guaranteed.
(The in or out debate has yet to be fully resolved - so keeping both would
be resilient.)
