I would like to hear people's views on whether a Certificate of Employment,
confirming only an employee's job title and length of service etc., can be
described as being a "confidential reference" under DPA, and therefore
subject to DSAR exemptions. I personally think it should be disclosed, on
the grounds that there isn't really anything "confidential" about it, it is
simply a statement of facts. Your opinions on or off-list would be much
appreciated.
