I'm not sure I agree with the assertion that credit card numbers are "public
information". It's true that I willingly disclose my credit card number to
organisations I'm doing business with, but I don't broadcast it. I view it
as being no different from, for example, disclosing personal information to
various health professionals to enable them to offer appropriate treatment,
but I wouldn't regard that as making it publicly available.
Maybe the ready availability of credit card numbers is part of the problem,
and making them less available would be a first (and important) step in
preventing abuse!

What people don't realise is that card numbers are public information
(in the sense that it's not a secret) and that they should be more
worried about proper systems to detect and redress abuse, than
needlessly worrying about disclosing the number.
