I don't think this is designed to allow MPs etc to make subject
access requests on behalf of constituents. Its main purpose is give
data controllers a new Schedule 3 ground permitting them to provide
sensitive data to MPs, or other elected representatives, who have
raised issues with them about constituents' affairs.
