I think electoral communication by post is done under the Representation of
the People Act (and the candidates don't, for that purpose, have the names
and addresses as the Royal Mail does the mailing although they do have
access to the Electoral Register) . I don't know enough about this to wrap
it up, although I'd have expected someone on this list to have done it by
now!
