As the only possible Schedule 2 condition that could be met for this type of
mailing is the person giving consent, I would imagine that a safer (and
cheaper) method would be:
1) Send a letter to all the people on your list asking them if they wish to
continue receiving the magazine; then
2) Delete the details of all those that fail to respond positively.
