As Claire Wickham said, employment law may give workers rights to more than this. For example there is now for most workers a statutory right to 4 weeks paid holiday per year. (I hasten to add that where someone works part-time the holiday would be pro-rata.) If HEIs are going to employ people, there may also be agreements with trades unions that have a bearing, and fairness issues!
