I feel charging for needs assessments can be justified. Bryan's
argument doesn't really hold water. If you are NOT paid a salary, where
does the funding come from? Needs assessments are paid from the DSA -
not the HEI's budget. I suggest that internal auditors would have
reason to be more unhappy if the HEI did fund them.
There are other issues - such as objectivity and independence - which
may present problems, particularly if the HEI charges a similar rate to
that of an Access Centre.
