Would i be right in thinking this is something he would need to take up
with the Hospital etc etc or are there any avenues I / the University can
investigate for him??

I have also recommended digital aids, though these are normally considered
Health Authority expenditure. You need to be clear why the student needs
them. Just because his mum thinks he needs them wouldn't look too persuasive
on the claim.
Many students can cope with analogue aids but it depends on a) the type/
cause of hearing loss and b) the environment he works in and what he is
trying to hear.
He needs an audiologists report and a quotation and a needs assessment. The
audiologists report should explain in what sitiuations he will have
difficulty hearing - lots of background noise, etc. The needs assessment
should confirm (or refute) that he will be placed in those situations.
I would suggest that making a claim without these is likely to get a 'no'
resp[onse and queer the pitch for a further application.
