Doreen,
I think it can be taken that an individual putting themselves forward for
such a position understands and accepts that some of their personal details
may be made public. As I understand the question, it is about the
obligations those individuals have, once elected and serving in an official
capacity, when they may have access to other individuals' details eg as
Craig says, at a meeting discussing promotions.
I would expect anyone acting in an official capacity, whatever their status
within an organisation, to conduct themselves in a manner that is
consistent with the organisation's obligations under the DPA - as we all
should whatever our situation. Whether they are aware of that is another
matter!
