The process for applying for part time DSA is as follows.
A form/information pack for a PART TIME STUDENT LOAN is
obtained from the free phone number 0800 731 9133.
Universities are advised to contact this asking for them in
bulk to pass on to students when required and thus speeding
up the process. The students institution has to certify the
form, confirming the students attendance, etc. This is
then sent to the relevent LEA by the student with
supporting evidence as outlined in information pack (e.g.
evidence of disability). LEA precesses application.
Eligibility for the Loan makes the student eligible for
DSA. However, the student does not have to take out the
loan if they do not want to.
Have fun.

finally got a reply from my LEA (Blackpool) this morning.
The response went " I can inform you that as you are a part
time student you should ring the DfEE helpline on 0800 731
9133". > > On asking for confirmation from the LEA I was
informed that "the system for part time DSA applications
is.... Student applies to LEA....LEA sends out grant
application forms......student fills in and returns
forms...... LEA confirms receipt with letter as above...
student rings DfEE......DfEE send application pack to
student...(Im now at this stage only took from
july)..Student fills in forms together with host
institutions signature and stamp.....Student then
re-applies with new forms to LEA. The other little nugget
of info that the LEA let go was that no part time
applications would be processed until November or December
