John,
Adequate security depends upon the type of data being sent, the
harm that could result if the data goes astray and the cost of
implementing tighter security measures.
In your scenario a lot would depend upon the data being sent and
whether it was of a kind that the potential harm that could be
caused necessitated the use of a more expensive (and therefore
more secure) method of delivery (ie, courier/recorded delivery/by
hand if internal etc).
