I fully agree, provided those statements are made clearly and publicly, and
that it is made clear that monitoring is both possible and authorised.
Unfortunately in the cases I've had to deal with the institutions did not
make any such statements. I hope this situation is now changing.
Since a lot of institutions encourage both staff and students to "learn
about the Internet" I think it would also be helpful for them to publish an
indication of what is seen as "excessive" use not directly related to work.
I have heard the view expressed that *all* use of the Internet by students
is part of their learning experience: if you say that then it's very hard
to turn around and penalise them for spending 24 hours a day learning!
