The fireproof safe idea might be a bit expensive, and they still have to
carry the book with them. I would suggest that they use electronic personal
organisers with password protection. This has several advantages:
Easy to comply with 4th & 5th Principle - keeping data accurate and up to
date and no longer than necessary. All done without crossing out data or
tearing pages.
This would also comply with Principle 7 - security. The organiser could be
used to download data to a central PC/Server at your central office,
allowing backups etc. The password protection is your apropriate technical
measure against unauthorised or unlawful access. Also the use of codes for
some sensistive data might be appropriate.
The only problem might be the cost.
These are my suggestions as an I.T. Officer looking for a solution as
opposed to as a data protection officer where I might still find it all a
bit risky.
