The Data Protection Act 1998 repealed all of the Access to Personal Files
Act 1987 (see Schedule 16) but I can't see a reference there to the Scottish
Regulations, nor in Schedule 12, para 4. Are the Regulations issued under
the Social Work (Scotland) Act 1968? If so, perhaps Schedule 12 is relevant
