Presumably the answer to this depends upon the stated purpose for the
retention of data.
Looking at students in particular, one use of archived data is to
produce
historical statistics which presumably would come under the exemption in
section 33. However, you couldn't justify holding names etc. for this
purpose.
Other uses that come to mind and that appear to be legitimate to me are:
1. The student wishes to return to the institution to study for another
qualification after a number of years gap. The archive both confirms
that the
student studied/qualified here in the past and the record can be
'resurrected' to become the new live record when the student returns.
2. If the student has lost their documentary proof of a qualification
and
this is required by another educational institution, prospective
employer
etc.
